stealing power?

hi all, new here. just wanted to get your opinons on what i should do. my neighbour has been looping onto my electric fence, to power his block. we only have small blocks, 9 acres. but i found my fence connected to his today, again, as its not the first time. i have a few steers, and he runs horses, and last time i spoke to his wife about looping onto my fence and she said she did it because her horses might get through? is that my problem? i dont think so. neither of us live on the blocks, so i rarely see them, i did try to call them today but they didnt answer. my power bills have doubled recently, and im positive it is because of the neighbours.
any opinions and advice would be welcome, im only new to having a little farm, but id still think its a bit rude to steal of eachother, they have never asked.

offset your hot wire inside your property line then I'd imagine they would have to trespass to loop onto it?
